For use in practica, student teaching and internships, this system is designed to reflect a range of performance from Emerging to Exceptional in skills and behaviors in teacher candidates based on the INTASC standards. Three documents make up the CPAS evaluations: (1) the Rubric of descriptors, (2) the Formative Evaluation form (26 indicators), and (3) the Final Evaluation form (10 INTASC Standards + narrative).

5 - Exceptional -- demonstrates superior, or consistent and holistic application of the indicators.
4 -
3 - Competent -- meets the indicators at a competent level
2 -
1 - Emerging -- Attempts to meet the indicators.
N/O-N/M - Not Observed or Not Met.
During the observation -- some of the CPAS indicators (e.g. instructional strategies and management) can be marked when observed as the candidate is teaching.
Pre/Post observation interview -- other indicators should be filled out as the evaluator looks at materials provided by the candidate (e.g. lesson plans, discipline plans, etc).
Over time -- some indicators can only be observed and marked over time as the candidate adapts to the school community and interacts with colleagues and students (e.g. ethics, collaboration, professional development).
The final evaluation form consists of the 10 INTASC Standards plus a narrative summary of the specific events and examples of demonstrated competencies. The final evaluation should represent the team's consensus of the level of candidate performance at the conclusion of the clinical experience. As personnel directors and/or principals value the final evaluations in the hiring process, the summary statements must be typed, well-written, and should reflect the cumulative record of observations and interactions with the candidate. The quality of the final evaluation strongly influences the candidate's opportunity for an employment interview.
